PATIENT RIGHTS AND RESPONSIBILITIES
1- Right to Access Services
Every individual applying to Göznuru Eye Hospital has the right to benefit from all services without discrimination based on language, religion, race, or sect.
Our patients have the right to be informed about the diagnostic and treatment options provided by our hospital and how to access these services.
2- Right to Information and Consent
Our patients, or their legal representatives, have the right to receive complete information about their health status in a language and manner they can understand. This includes details about recommended medical interventions, potential risks or benefits of each intervention, alternatives to the proposed interventions, consequences of not receiving treatment, and the development process. Patients have the right to receive a written copy of all medical records if they request it in writing.

1- Right to Access Services
Every individual applying to Göznuru Eye Hospital has the right to benefit from all services without discrimination based on language, religion, race, or sect.
Patients have the right to be informed about the diagnostic and treatment options provided by our hospital and how to access these services.
2- Right to Information and Consent
Patients, or their legal representatives, have the right to receive complete information about their health status in a language and manner they can understand. This includes details about recommended medical interventions, potential risks or benefits of each intervention, alternatives to the proposed interventions, consequences of not receiving treatment, and the development process. Patients have the right to receive a written copy of all medical records if they request it in writing.
Patients have the right to decide on the treatment after being informed of serious risks, such as serious side effects, death risks, issues related to recovery, and success chances, beyond medical and legal obligations. If patients exercise this right, they are considered to have given consent for the procedures to be performed.
Patients have the right to obtain information about the correct assessment and treatment of pain.
Patients have the right to receive clear information about Göznuru Eye Hospital’s mission.
3- Right to Know, Choose, and Change Personnel
Patients have the right to know the identities, duties, and titles of the doctors, nurses, and other healthcare personnel responsible for their treatment. They also have the right to choose and change their healthcare team.
4- Right to Choose and Change Health Institutions
Patients have the right to choose and change healthcare institutions in accordance with the procedures and conditions prescribed by the relevant legislation.
5- Right to Refuse and Discontinue Treatment
Except in legally mandatory situations, and assuming responsibility for any negative outcomes, patients have the right to refuse or request the discontinuation of the planned or ongoing treatment.
6- Right to Privacy (Confidentiality)
Patients have the right to receive services in an environment that respects their privacy throughout the treatment process. The health status, medical condition, and all personal information of individuals applying to Göznuru Eye Hospital are protected as confidential, even after death. This information may only be disclosed with the patient’s explicit consent or upon a court order.
7- Right to Respect
Patients have the right to be examined and treated in a respectful, compassionate, and friendly environment where their personal dignity is preserved at all times and under all conditions.
8- Right to Request a Consultation (Second Opinion)
Patients have the right to request a consultation with another physician regarding their diagnosis and treatment. The consulting physician provides recommendations, but the primary physician must approve the proposed treatment.
9- Right to Fulfill Religious Obligations
Patients have the right to freely fulfill their religious obligations, provided it does not interfere with their treatment and is not affected by religious differences.
10- Right to Safety
Everyone has the right to expect and request safety within the healthcare institution. Measures are taken by our hospital to ensure the protection of patients, visitors, and companions concerning personal and property safety.
Appropriate protection measures are implemented for children, disabled individuals, and elderly patients (those who are alone, in need of care, and without a companion).
11- Right to Have Companions and Visitors
Patients have the right to receive visitors and have companions in accordance with the procedures and principles determined by our hospital.
12- Right to File Complaints/Suggestions
Patients and their families have the right to initiate, review, conclude, and be informed about the outcome of a complaint mechanism if patient rights are violated.
13- Health Institution Rules and Practices
Patients have the right to obtain information about the hospital rules and practices applicable to them.
14- Fees for Tests and Treatment
Patients have the right to learn about the costs of treatment services before undergoing treatment and to request and receive a clear and detailed invoice for the services provided.
Patient Responsibilities
1- Providing Information
Patients are responsible for providing complete and accurate information about their health condition to the doctors and nurses providing medical services.
2- Following Recommendations
Patients are required to comply with the treatment plan recommended by their doctor and accept the implementation of the care plan by the relevant healthcare personnel as directed by the doctor.
3- Refusing Planned Treatment
If patients refuse the treatment planned by their doctor, they are responsible for the consequences of this refusal.
4- Adhering to Health Institution Rules
Patients are responsible for adhering to the rules and practices of our healthcare institution.
5- Showing Respect
Patients are responsible for behaving in accordance with the hospital’s measures and rules regarding disturbing conditions such as noise, visitors, or smoke that may endanger other patients and their companions.
6- Infection Control
Patients and their relatives are responsible for following all recommended measures to prevent the spread of infectious diseases.
7- Payment Responsibility
Patients are responsible for paying for tests and treatment expenses. Patients and their relatives who intentionally damage equipment and supplies are also responsible for the cost of these damages.
8- Visitor Management
Patients are responsible for limiting the number of visitors as much as possible, ensuring visitors do not bring food or beverages, not using belongings of other patients, and adhering to hospital visiting hours.
The Patient Rights and Responsibilities notice is prepared in accordance with the Ministry of Health Regulation No. 23420 on Patient Rights.
